Tesla Cybercab Rollout: Why the Robotaxi Ramp is a 2027 Story

The narrative around the Cybercab/robotaxi rollout has changed recently, and that’s probably for the better. Unfortunately, Elon Musk’s previous estimates of the timing of robotaxi fleet and city expansions have not proven completely accurate, and it’s abundantly clear that the Cybercab rollout will also take time. Still, when investors realize that (and all the clues are there), many will realize that the company is actually making good progress.

When will Cybercab/robotaxi rollout?

The slowness of the rollout, relative to Musk’s predictions last year, is extremely disappointing to investors fond of pointing to online robotaxi trackers and Cybercabs seen roaming in the wild as signs that the fleet is likely to mushroom overnight. It’s time for those investors to accept the reality that the rollout will take time, and, frankly, it’s unlikely to happen until at least 2027.

Why the rollout won't ramp until 2027

While early prototypes are testing on public roads, the path to a high-volume, profitable fleet faces four distinct hurdles.

  1. As management has now discussed on two consecutive earnings calls, the key to the rollout is validating and releasing the next major upgrade to Tesla’s full self-driving software (FSD), namely v15, which will ultimately operate its robotaxis — Musk has indicated it could be released in late 2026 or early 2027.
  2. The Cybercab’s launch was met with the launch of a National Highway Traffic Safety Administration (NHTSA) investigation on Sep.4, an investigation that underscores the need for updates to Federal Motor Vehicle Safety Standards (FMVSS) to fully incorporate autonomous vehicles such as Cybercab
  3. The dedicated robotaxi, Cybercab, is the key vehicle, and Tesla not only needs to ramp up production and perfect its supply chain (not easy for a brand-new vehicle), but also ensure it runs at minimal cost per mile and refine its operational execution.
  4. Even with new FMVSS in place (which will take time), the regulatory approval process is still likely to be on a state-by-state basis.

In short, there won’t be a sudden, large increase in Cybercab or robotaxi numbers. Investors should expect slow and steady growth as management uses data from more robotaxi miles to improve the service. Once everything is ready—FSD v15, FMVSS, production, supply chains, operations, and approvals—the rollout can scale up.

What it means to the investment case

Instead of looking at matters negatively and decrying the “lack of progress,” investors should focus on the fact that Tesla’s Cybercab/robotaxi expectations have been reset and are now more likely to outperform than underperform. The safety data reported to NHTSA continues to be excellent, and now that the Cybercab hardware is ready and already available to commercial passengers in Austin, Texas, there’s nothing stopping a slow, gradual process toward a wide-scale rollout in 2027.
